Account is Temporarily Disabled/Locked

To help protect your sensitive tax information, TaxAct accounts become temporarily disabled after too many unsuccessful sign in attempts. If you are locked out of your account as a result of too many invalid sign in attempts, you must reset your password or wait 15 minutes before being able to sign in.

There are three questions, so you will get a different question the next time you attempt to reset your password if it is within 60 minutes. After that, it is randomized so you could get the same question or a different one. Once you get signed in, you can update your answers under My Preferences.
