The IRS Free File (FFA) program is offered through the IRS/State website, and explains clearly at their website that you need to follow the guidelines set forth by each participating company offering a special FFA program.
If you qualify, there are a few points worth noting. You are under no obligation to buy any products or services. When choosing a company, be sure to click the link to their website only through www.IRS.gov. When going directly to a company's website, you may not get the free offer.
Relating to TaxAct, in order to qualify for the FREE Federal e-file with the FFA program you must go to the IRS website (or participating State site) and choose the company and program of choice. You must then complete the registration process, in order to qualify as a registered FFA user and receive the FREE Federal e-filing through TaxAct.

When choosing to use TaxAct, you will navigate away from the IRS site. You will then click on the green Start My Return button and be prompted to create a TaxAct account. If you have an existing TaxAct username and password, simply choose the link to Sign In at the top right of the page.
If you do not qualify for free filing through the IRS website, you may first return to the IRS Free File page and choose a different vendor that has an offer you may qualify for. If no offers are available, you may then visit our website at www.TaxAct.com to see which product will work for you.
